How long ago are we allowed to have started the submission?

I have multiple coding projects underway. May I submit these? Is it discouraged or even allowed?

  It will not be allowed to submit projects you have already worked on but you can reuse your old code to an extent or even try to recode smaller parts of your older projects. At the same time, however, we encourage you to create new projects as we feel like it would be more fun for you to do so.
